The City of Flint was allocated $94.7 million from the State and Local Fiscal Recovery Fund (“SLFRF”). These funds must be obligated by December 31, 2024 and spent by December 31, 2026. The Flint City Council approved an ARPA spending plan in October 2022. The City of Flint continues to move forward to implement the plan.

ARPA is a transformative investment in our community
On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (”ARPA”) into law, providing $1.9 trillion in aid to facilitate the nation’s recovery from the Coronavirus pandemic. In response to the significant negative impacts of COVID-19 at the local level, Congress appropriated $350 billion to the State and Local Fiscal Recovery Fund (“SLFRF”), in what was the largest single investment in state, local, territorial, and tribal government in the last century.

- Respond to COVID-19 Public Health Emergency or Negative Economic Impacts
- Premium Pay for Essential Workers
- Water, Sewer and Broadband Infrastructure
- Government Services to the Extent the Pandemic Reduced Revenue

Community Grant Program Funding: $15,660,000
The City of Flint administration and Flint City Council have allocated $15,660,000 for community grant programs. Eligible organizations had the opportunity to submit applications for funds to administer community programs that will serve Flint residents in the following community priority areas. The application period opened January 23, 2023 and closed March 27, 2023 at 5 p.m.
Housing & Blight Elimination: $8,160,000 total
Home repair and improvement grants: $5,000,000 available
Gap financing for residential and mixed-use projects: $1,400,000 available
Neighborhood cleanup: $1,210,000
Grants for alternative uses of vacant lots: $500,000 available
Homeowner education: $50,000 available
Public Health: $4,500,000 total
Healthcare equity, access, and research: $2,000,000 available
Increasing food access: $1,000,000 available
Mental health referrals and services support: $1,000,000 available
Youth wellness (education, leadership, recreation): $500,000 available
Economic Development – $3 million total
Youth job training: $2,500,000 available
Small business grant program: $500,000 available
This application is for eligible nonprofits, businesses, and community-based organizations that will administer programs—for example, home repair and improvement, or youth job training. Flint residents will then receive services through those programs, which will be widely publicized to ensure that they are accessible. Through this application process, the City of Flint will identify Flint-based organizations who have subject matter expertise, as well as the capacity and experience to deliver services to Flint residents in an equitable way.
How will funding award decisions be made?
Final funding award decisions will be made by the Flint City Council and Mayor Neeley. The grant applications will be reviewed by an ARPA Community Advisory Committee comprising Flint residents from each ward, who will make funding recommendations to the city council and the mayor.
