The Water Residential Assistance Program (WRAP) is a two year program that provides funding to eligible, low-income homeowners to assist with water bills, water conservation, and self-sufficiency initiatives. Phone: 313-386-9727

The Homeowner Assistance Fund was established under section 3206 of the American Rescue Plan Act of 2021 (the ARP) to mitigate hardships associated with the coronavirus pandemic by providing funds to prevent homeowner mortgage delinquencies, defaults, foreclosure, loss of utilities or home energy services and displacements of homeowners experiencing financial hardship on or after January 21, 2020 or for those homeowners who experience a coronavirus pandemic financial hardship that began before January 21, 2020 but continued after that date. The Low-Income Household Water Assistance Program (LIHWAP) is a temporary emergency program to help low-income households pay overdue water and wastewater bills. Michigan received emergency funding from Congress to administer this program. This program is available to low-income homeowners or renters. The program is administered in Genesee County by GCCARD.
