City Attorney’s Office

The Law Office provides legal counsel, training and representation for the City and its officials; prepares or reviews all legal documents and proceedings affecting the City; reviews and responds to all requests for information under the Freedom of Information Act; serves as the prosecutor on all traffic tickets and misdemeanor charges issued for violation of the City ordinances.

Chief Legal Officer

Angela Wheeler was appointed to the position of Flint City Attorney in November of 2017, after serving as Interim City Attorney since January 2017. Wheeler had previously worked as Deputy City Attorney in Flint’s Legal Department for more than five years.

Ms. Wheeler was hired by the Flint City Attorney’s Office in January of 2005. She oversees all of the legal affairs for the City of Flint for City departments, City administration, the Mayor and City Council. She operates using solution driven methods to bring administration and Council together for the greater good of the City and its residents in light of the Water Crisis.

Damage Claim

The City of Flint Legal Department handles Damage Claims for the City of Flint. Claims must be submitted within forty-five (45) days of the date the damage was discovered. A claim can be considered only after it is filed in writing at the Office of the City Clerk.

Freedom of Information Act Request

The Michigan Freedom of Information Act (FOIA) regulates and sets requirements for the disclosure of public records by all public bodies in the state, including all state agencies, county and other local governments, school boards, other boards, departments, commissions, councils, and public colleges and universities.

Opioid Litigation

The City of Flint, Michigan, in a historic move, has filed a lawsuit against opioid manufacturers and distributors, alleging economic losses resulting from the opioid crisis.
