City Attorney’s Office


Angela Wheeler was appointed to the position of Flint City Attorney in November of 2017, after serving as Interim City Attorney since January 2017. Wheeler had previously worked as Deputy City Attorney in Flint’s Legal Department for more than five years.

Ms. Wheeler was hired by the Flint City Attorney’s Office in January of 2005.  She oversees all of the legal affairs for the City of Flint for City departments, City administration, the Mayor and City Council.  She operates using solution driven methods to bring administration and Council together for the greater good of the City and its residents in light of the Water Crisis.

In addition, under the leadership of Ms. Wheeler, the law department has made a shift toward advocacy in litigation on behalf of the public with the City becoming a plaintiff in the multi district Opioid litigation and joining in advocating for the rights of the residents by joining an amicus brief in support of fair credit reporting rights.

Ms. Wheeler is originally from Indianapolis, Indiana.  After graduating from North Central High School, she attended Indiana University in Bloomington and in Indianapolis at the Indiana University Purdue University at Indianapolis (IUPUI) campus attaining a Bachelor’s Degree is Criminal Justice from the School of Public and Environmental Affairs (SPEA).

Ms. Wheeler graduated with Juris Doctor from Michigan State University Detroit College of Law, receiving a concentration in taxation.  She participated in the MSU tax clinic assisting many international students with tax issues.  She also served in the Housing Resource Center helping many poor and struggling families with landlord tenant problems.  She continued to volunteer at the YWCA on the crisis hotline, making victims of domestic violence and sexual assault a priority. Currently she is working in collaboration with the legal community, community based organizations and social services agencies to establish a homeless court in Flint.

Ms. Wheeler has been an active member of the community, serving on boards and committees in the Genesee County area such as Wellness AIDS, the Genesee County Bar Association, and the Mallory Van Dyne, Scott Bar Association.  She also served as a Mock Trial Coach for the Genesee County Bar Association’s Law Day Program.

MISSON OF THE LEGAL DEPARTMENT:


The Law Office provides legal counsel, training and representation for the City and its officials; prepares or reviews all legal documents and proceedings affecting the City; reviews and responds to all requests for information under the Freedom of Information Act; serves as the prosecutor on all traffic tickets and misdemeanor charges issued for violation of the City ordinances.

Center across from the Genesee County Administration Building and
County Jail between I-69 and 5th Street.

The City Attorney’s Office -Criminal Division is located at the 67th District
Central Court in the McCree Building at 630 S. Saginaw Street between 1st
and 2nd Street
