Legal Department

The Law Office provides legal counsel, training and representation for the City and its officials; prepares or reviews all legal documents and proceedings affecting the City; reviews and responds to all requests for information under the Freedom of Information Act; and serves as the prosecutor on all traffic tickets and misdemeanor charges issued for violation of the City ordinances.

Chief Legal Officer

William Kim was appointed to the position of Flint City Attorney in April of 2022, after serving as Interim City Attorney since February 2022. Mr. Kim first joined the city as an Assistant City Attorney in May of 2015 after previously serving in key roles with the City of Lansing and the State of Michigan. As the chief legal officer, Mr. Kim oversees all of the legal affairs for the City of Flint, City departments, City administration, the mayor, and City Council.

Damage Claims

If you believe that the City of Flint is liable for damage to your property, you may use this form to submit your damage claim. Be advised that most damage claims are denied under Michigan’s governmental immunity laws, MCL 691.1401 et seq. The City of Flint’s Law Department works with other City departments to investigate and respond to all damage claims received.

Freedom of Information Act Request

The Michigan Freedom of Information Act (FOIA) regulates and sets requirements for the disclosure of public records by all public bodies in the state, including all state agencies, county and other local governments, school boards, other boards, departments, commissions, councils, and public colleges and universities.

Opioid Litigation

The City of Flint, Michigan, in a historic move, has filed a lawsuit against opioid manufacturers and distributors, alleging economic losses resulting from the opioid crisis.
