Chief Legal Officer
Joanne Gurley was appointed to the position of Flint City Attorney in December of 2024. Gurley is responsible for managing the legal department, including litigation, serving as chief legal advisor and handling all legal matters for the city of Flint. Gurley previously served as Flint’s chief deputy city attorney from February 2022 until November 2023 and has previously served as chief legal counsel for the City of Pontiac. Gurley excels in delivering diligent, compassionate legal representation while collaborating effectively to get things done.

Damage Claims
If you believe that the City of Flint is liable for damage to your property, you may use this form to submit your damage claim. Be advised that most damage claims are denied under Michigan’s governmental immunity laws, MCL 691.1401 et seq. The City of Flint’s Law Department works with other City departments to investigate and respond to all damage claims received.
