In addition, the Department serves as the chief negotiator and agent of the City in all collective bargaining and other labor matters; including but not limited to negotiation and administration of collective bargaining agreements, negotiating and implementing the City’s agreements with unions, provides consultation on grievance and disciplinary matters, maintains effective employer-employee relations in the most cost-effective and timely manner, and provides consultation on policy issues and applicable regulations.

Ulliance Life Advisor Employee Assistance Program
The City of Flint is pleased to offer the Ulliance Life Advisor Employee Assistance Program (EAP) to all employees and their eligible family members.
We recognize that our employees are our most valuable asset, and investing in your well-being is important to us. The Ulliance Life Advisor EAP is designed to help employees and covered dependents manage the personal and work-related challenges that we all encounter from time to time.
Whether you need assistance managing stress or depression, learning new parenting skills, coping with the loss of a loved one, or finding care for an aging family member, Ulliance is here to help.

-Eldercare and childcare referrals

-Identity theft services
Ulliance provides confidential, no-cost, short-term counseling, coaching, crisis intervention, and community resource referrals. Each employee and eligible family member may receive up to five (5) sessions per topic at no cost.
Services are available immediately and do not require prior registration. The program is completely confidential.
