City of Flint Defies the Odds: Presents the Sixth Consecutive Balanced Budget

FLINT, Michigan – The city of Flint has passed five consecutive balanced and approved budgets to the State of Michigan and now presents the sixth balanced budget. Demonstrating continued financial stability and economic growth under the leadership of Mayor Sheldon Neeley. The latest budget reflects a steady commitment to responsible fiscal management, job creation, and increased city services such as Ambulance service, sidewalk and street repair, and senior recreational services—all while maintaining a focus on long-term sustainability.

“We’re pleased to present a well-rounded budget with growth in city services,” said Phillip Moore, Chief Financial Officer.

Since taking office, Mayor Neeley and his administration have prioritized financial accountability, economic revitalization, and strengthening the workforce. In 2019, Flint’s unemployment rate stood at 13.9%. Today, that rate has dropped to just 6.1%, (according to the Department of Technology, Management and Budget website) reflecting a significant rebound in local job opportunities and economic development.

“The city has faced many financial obstacles including an underfunded pension system which left us struggling to provide services for our citizens,” said Mayor Neeley. “Through prayer planning and partnership, we are able to once again present a balanced budget, proving that Flint is on the path to long-term financial health.”

Key Highlights of the FY 2025 Balanced Budget:
