City of Flint Declaration of State of Emergency (3-12-2020)

BY THE MAYOR:

WHEREAS in accordance with the Michigan Emergency Management Act 390 of 1976, I am declaring a State of Emergency for the incorporated boundaries of the City of Flint, Michigan; and

WHEREAS on Tuesday, March 10, 2020, Governor Whitmer declared a State of Emergency after two individuals were confirmed testing presumptively positive for COVID-19; and

WHEREAS one individual recently traveled internationally and the other recently traveled domestic from Oakland and Wayne County respectively.

WHEREAS Oakland County and Wayne County are in close proximity to Genesee County and Flint, Michigan; and

WHEREAS Genesee County and Flint residents regularly travel to Oakland and Wayne County returning to Flint, Michigan; and

WHEREAS Michigan would be the 38th State to report the virus; and

WHEREAS the City in partnership with the State of Michigan and the Genesee County Health Department, must maximize efforts to slow the spread of the virus and help Flint residents to take preventative measures to lower their risk and to share this information with their friends, family, and co-workers; and

WHEREAS the Flint City Charter, Declaration of Rights, states “the people of Flint have mandated that the City shall provide for public peace and health and for the safety of persons and property in the City; and they require that City officers promote and respect these rights and freedoms.”

WHEREAS I am requesting that all things necessary be done to address this State of Emergency Declaration, effective immediately; and

WHEREAS this action is being taken to protect the public health, safety and welfare of citizens of Flint; and

WHEREAS I request that the Genesee County Board of Commissioners call a Special Meeting no later than the end of March 2020 to take action supporting this State of Emergency; and

NOW THEREFORE BE IT RESOLVED, that I, Mayor Sheldon A. Neeley declare a State of Emergency in the City of Flint, effective, March 12, 2020.
