MDOT Public Open House: Replacement of West Second Street Bridge over Swartz Creek

Residents of the City of Flint and interested stakeholders – City of Flint, in collaboration with the Michigan Department of Transportation (MDOT), is hosting a public open house to share details the project to replace the West Second Street bridge over Swartz Creek.


Who should attend? – Community stakeholders, local businesses, interested residents, and City of Flint staff


When is the meeting? – Wednesday, July 23, 2025, from 3:00 to 5:00 p.m.


Where is the meeting? – Gloria Coles Flint Public Library: Harris Room. 1026 East Kearsley Street, Flint.


What is the project? – Replacing the bridge due to poor condition. Built in 1920, the West Second Street Bridge features the Luten design. The Luten design was patented by Daniel Luten, an engineer from Indianapolis, and features a “horseshoe” arch profile, corbeled arch ring, cantilevered deck, and cast concrete pilasters. The West Second Street bridge retains these character-defining features and therefore is listed on the National Register of Historic Places as a rare and well-preserved example of a concrete Luten arch bridge.

Why is public comment so important? – City of Flint and MDOT are seeking public feedback to help recognize and address any concerns that may result from the replacement of this National Register bridge.


This meeting also serves as an opportunity for public comment under Section 106 of the National Historic Preservation Act and Section 4(f) of the Department of Transportation Act, both of which require the consideration of impacts to historic resources like this bridge.
