Imagine Flint Comprehensive Plan Update

The Steering Committee is an advisory board to the Planning Commission tasked with analyzing the Imagine Flint plan to recommend changes for the updated plan.

The Steering Committee has not yet been selected. Those interested in being considered for the Steering Committee may complete the interest form on this page. Once a memorandum of understanding has been completed, staff will provide updates to interested persons on the process that will be followed for selecting members.

The Imagine Flint Comprehensive Plan (“the Plan”) is the City of Flint’s official policy and strategy for community development for a two decade period. The Plan was developed in conjunction with Flint residents, the Planning Commission, external partners, and adopted by the Flint City Council in 2013. Communities in Michigan which establish zoning must also establish and maintain a comprehensive plan per the Michigan Planning Enabling Act (M.C.L. 125.3801 et seq.). Additionally, the Plan must be reviewed every five years to decide if amendments, revisions, or a new plan is required. On February 13th, 2024, following extensive review of the current Imagine Flint Comprehensive Plan, the Planning Commission motioned to initiate the update process.

Community members are encouraged to participate in any and all ways available. Staff are planning engagement sessions to encompass various days and times to ensure everyone has a chance to participate. Some methods of getting involved are below:

• Participate in community engagement sessions, listed on the calendar above.
• Apply to volunteer on the Steering Committee as a member or co-chair (members to be decided at a later date).
• If you have a neighborhood association with regular meetings, discuss the update with the association members and engage as a group. Several members may also be able to participate more actively, provide updates, and bring feedback to engagement sessions on behalf of the neighborhood.
• Use the above form to provide feedback throughout the update process.

Staff anticipate that the Plan update process will take approximately 18 months to complete, however, this timeline can be extended if more engagement is needed and to ensure there is approiate time for a meaningful update to be drafted, reviewed, and then approved by the Planning Commission and City Council.
