City of Flint partners with unions to enhance recruitment and retention

Fact Sheet: City of Flint highlights negotiations with six collective bargaining units to enhance workforce attraction and retention

  • The City of Flint announced today a major step forward for attracting and retaining employees.
  • The City of Flint is proud to be a union workplace. Flint has a storied history as the birthplace of the labor movement, and we continue that tradition at the City of Flint today.
  • Thanks to the hard work of Human Resources Director Eddie Smith and AFSCME 1600 President Sam Muma, the City of Flint has negotiated the largest contractual increase for 1600 employees in over 30 years.
  • When the City last negotiated contracts with 1600 and 1799, we agreed that we would take a more in-depth look at wages at a later date, based on the city’s financial projections. That process is called the Wage Reopener.
  • The Wage Reopener for 1799 is still in process. We are very pleased with the outcome of the Wage Reopener for 1600.
  • Upon ratification of AFSCME’s 2022 contract, 1600 members received a 2.5% wage increase. The ratification of the Wage Reopener delivered a $2 per hour wage increase for 1600 members in July 2023. In addition, all 1600 members will receive $0.50 (fifty cents) increases for the first full pay period after July 1, 2024. This means three wage increases in three years for the City of Flint’s largest union.
  • The Neeley administration’s goal has been to increase wages to better attract and retain talent. But it’s important to work with our unions to accomplish this. We cannot make arbitrary decisions on a case-by-case basis. What we see here today is the result of fair labor practices working as they should.
  • Right now, the City has contracts in place with all six of its collective bargaining units. Also, the City of Flint’s exempt wage scale was updated June 12, 2023, for the first time since 1997.

  • All of this means that new job postings are more competitive in our current labor market. The City of Flint hopes to see an increase in both attraction and retention as a result.
