City of Flint Finalizes Historic Contract with Police Lieutenants Union

The City of Flint has finalized a new three-year labor agreement with the Flint Police Lieutenants Union, delivering one of the largest compensation increases ever negotiated for Flint Police Department command staff.
The agreement, which was unanimously approved by union members and subsequently approved by the Flint City Council, includes a $7,500 signing bonus for each lieutenant. Over the life of the contract, every lieutenant will receive a wage increase totaling between 20% and 26%.
The contract also includes retroactive pay dating back to July 2025, when the previous agreement expired.
“This agreement reflects the City’s commitment to supporting the dedicated men and women who provide leadership within our Police Department and work every day to keep Flint residents safe,” said Mayor Sheldon Neeley.
Police lieutenants play a critical role in overseeing operations, supervising personnel, coordinating emergency response efforts, and ensuring the effective delivery of police services throughout the community.
“This contract recognizes the professionalism, dedication, and leadership our lieutenants bring to the department every day,” said Flint Police Chief Terence Green. “By offering competitive compensation, we are strengthening our ability to retain experienced law enforcement professionals, attract future leaders, and continue building a strong public safety workforce.”
The agreement reflects the City’s ongoing commitment to supporting public safety personnel while maintaining responsible fiscal management. It also positions the Flint Police Department to remain competitive in attracting and retaining experienced command staff in an increasingly challenging law enforcement environment.
