Applications for Group “E” (provisioning centers) are no longer being accepted. The application window from July 31 2018, to September 14 2018, has now closed.

Staff is no longer taking location eligibility inquiries via phone. For location eligibility inquiries, please complete and submit the MMFLA Location Confirmation Form to Andy Aamodt, Zoning Coordinator. This requires a $50 payment, per parcel. Staff will then follow-up with the request by indicating the parcel’s eligibility.

Note: The City of Flint does not currently accept credit/debit payments. Payments must be in the form of check or cash.

Ordinance Details

Allocation of Licenses:

Provisioning Centers: 20 – including grandfathered provisioning centers
Secure Transporters: 5
Safety Compliance Facilities: 5
Growing Centers: No cap
Processing Centers: No cap

Group “E” (Provisioning Center) Zoning and Locational Standards:

“D-5”, “D-6”, “E”, “F”, “G” zoning districts
No more than four (4) Group A (adult entertainment) and Group E (provisioning centers) uses within 2,000 feet
Facility cannot be within 1,000 feet of a pre-K through 12 school
Facility cannot be within 500 feet of a dedicated public park or place of worship
Facility cannot be within 300 feet of a residential zoning district (“A”, “B”, “C” zoning districts)

Group “F” and “G” (Growing, Processing, Secure Transport, Safety Compliance) Zoning and Locational Standards:

“E”, “F”, “G” zoning districts
Facility cannot be within 1,000 feet of a pre-K through 12 school

Square Footage Requirements for a Growing Center:

Class A Grower – Structure must be a minimum 2,000 square feet
Class B Grower – Structure must be a minimum 5,000 square feet
Class C Grower – Structure must be a minimum 8,000 square feet

If co-located with a provisioning center, structure must be a minimum 9,000 square feet.

Square Footage Requirements for a Processing Center:

Structure must be a minimum 3,000 square feet.

If co-located with a provisioning center, structure must be a minimum 9,000 square feet.
