Human Resources and Labor Relations

The Human Resources and Labor Relations Department provides recruitment, selection development and retention of City employees.

The Department is responsible for maintaining an effective and responsive workforce though the development and implementation of policies and procedures for all human resources related activities.

In addition, the Department serves as the chief negotiator and agent of the City in all collective bargaining and other labor matters; including but not limited to negotiation and administration of collective bargaining agreements, negotiating and implementing the City’s agreements with unions, provides consultation on grievance and disciplinary matters, maintains effective employer-employee relations in the most cost-effective and timely manner and provides consultation on policy issues and applicable regulations.
