GENERAL STATEMENT OF DUTIES:
Under the general supervision of the Human Resources/Labor Relations Director; performs professional nursing services for prospective and current City of Flint employees. Assist in conducting physical examinations and administering treatment for injured employees; promotes health and safety. Performs a variety of routine and complex clerical, administrative and technical work in planning, coordinating and administering Worker's Compensation Programs for the City of Flint; performs related work as required.
 
SUPERVISION RECEIVED:
Works under the general supervision of the Human Resources/Labor Relations Director who reviews work for effectiveness.
 
SUPERVISION EXERCISED:
Exercises partial supervision over a few clerical employees who assist in the maintenance of employee medical, health and workers' compensation records.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Logs all injury reports on computer and prepares all follow-up paperwork for distribution daily.
2. Reviews injury reports for accuracy and provides needed information to the third party administrator ensuring prompt, reasonable and necessary medical treatment recommendations.
3. Schedules referral appointments.
4. Assists with employment physicals by checking and logging blood pressures, weight, urinalysis & employee health history.
5. Performs vision, hearing, pulmonary and T.B. testing.
6. Performs limited physical examinations on employees returning to work form non-job related illnesses or injuries.
7. Provides emergency first-aid treatment to employees brought to the clinic for injuries sustained while on duty; administers tetanus shots.
8. Assesses and treats employees who become ill while on duty, providing medications as indicated by their symptoms.
9. Reviews medical records to ensure care is reasonable and necessary for job related injuries.
10. Handles the day to day management of the City's Workers' Compensation insurance system;
11. acts as a City Medical liaison to medical providers for employee medical surveillance, pre-placement physicals and other medical programs.
12. Reviews work restriction recommendations to determine the feasibility of a return to work at a different job or in a different department.
13. Tracks and manages lost time claims including submitting required information to the State Bureau of Workers' Compensation.
14. Provides technical assistance to line and staff personnel in effective accident investigation techniques and with investigations of serious accidents;
15. works with the Safety and Risk Specialist in developing loss prevention programs.
16. Coordinates and assists in specialized job site evaluations conducted by outside consultants.
17. Provides professional and technical review of all Workers' Compensation medical bills in accordance with Workers' Compensation Health Care Services Rules.
18. Works with the Law Department on all litigated Workers' Compensation files.
19. Works in accordance with standard policies and procedures set by the City of Flint, the Employee Health Clinic, contractual agreements and respective bargaining unit.
20. Coordinates the City Wide Wellness Program.
 
MINIMUM ENTRANCE REQUIREMENTS:
1. Bachelor of Science Degree in Nursing or graduation from an accredited school of nursing.
2. At least three (3) years work experience as a Registered Nurse; one (1) year which must have been in an occupational health setting.
3. Working knowledge of the provisions of the State of Michigan Workers' Disability Compensation Act.
4. Knowledge of the principles, methods, and materials of modern nursing practices, , particularly those relative to occupational nursing and physical assessment.
5. Ability to establish and maintain effective working relationships with administrators, employees and patients; Ability to communicate under adverse conditions with distressed individuals.
6. Ability to make routine decisions in accordance with departmental policies; ability to follow complex oral and written instructions, particularly those relative to medical procedures and practices.
7. Skill in the use of general office equipment, including computers and related software, specialized systems and databases.
8. Ability to present facts and ideas effectively, orally and in writing.
 
NECESSARY SPECIAL REQUIREMENTS:
1. Possession of a current valid license from the Michigan Department of Licensing and regulation as a Registered Nurse.
2. Possession of a Certificate as an Audiometric Technician and CPR Instructor or ability to obtain in six (6) months.
3. Completion of at least one college accredited course in physical assessment or ability to obtain in six (6) months.
4. Possession of a valid State of Michigan Driver's license at time of appointment.
 
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
