present a Citizen's Guide to Local Finances and a Performance Dashboard. This
information is required as part of the Accountability and Transparency portion
of the Economic Vitality Incentive Program (EVIP) and in addition to financial
data that the City of Flint has previously presented through Annual Budgets and
