The Department of Human Resources
and Labor Relations
provides a means of recruitment, selection and development
of City employees.
The Department is responsible for maintaining an effective
and responsive workforce though the development and implementation of policies
and procedures for all human resources related activities.
In addition, the
Department serves as the chief negotiator and agent of the City in all
collective bargaining and other labor matters; including but not limited to
negotiation and administration of collective bargaining agreements.
implements the City's agreements with unions.
consultation on grievance and disciplinary matters.
employer-employee relations in the most cost-effective and timely
consultation on policy issues and applicable regulations.
