The American Recovery
and Reinvestment Act (ARRA) of 2009 was approved by Congress on February 17,
2009.
The Act includes
measures to modernize our nation's infrastructure, enhance energy
independence, expand educational opportunities, preserve and improve
affordable health care, provide tax relief, and protect those in greatest
need.
Recovery Entitlement Funding -
Community
Development Block Grants (Formula)
Eligible Applicants
Eligible
applicants include States, units of general local government that received
CDBG Entitlement funding in FY 2008, non-entitlement jurisdictions in
Hawaii, and Insular Areas.
Program Description
The Community
Development Block Grant (CDBG) program enables local governments to
undertake a wide range of activities intended to create suitable living
environments, provide decent affordable housing and create economic
opportunities, primarily for persons of low and moderate income. Under the
Recovery Act, recipients shall give priority to projects that can award
contracts based on bids within 120 days of the grant agreement.
Process for Making
Awards
The City of Flint
will prepare an action plan amendment. HUD will process the plans in an
expedited manner, execute grant agreements, and make the funds available in
each grantee's line of credit.
Award Amount
The City of Flint
has been notified that its CDBG - Recovery award amount will be $1,153,340.

Homelessness Prevention
and Rapid Re-Housing Fund
(HPRP) (Formula)
Program Description
Regulations under Title XII for the
Homelessness Prevention and Rapid Re-Housing
Program (HPRP) were issued by
the U.S. Department of Housing and Urban Development (HUD) on March 19,
2009. The overall purpose of the program is to provide financial assistance
and services that either prevent individuals and families from becoming
homeless or help those who are experiencing homelessness to be quickly
re-housed and stabilized. On the national level, ARRA appropriates $1.5
billion for the program.
The funds under this
program are intended to target individuals and families who would be
homeless but for this assistance. The funds will provide for a variety of
assistance, including: short-term or medium-term rental assistance and
housing relocation and stabilization services, including such activities as
mediation, credit counseling, security or utility deposits, utility
payments, moving cost assistance, and case management.
Award Amount
The City of Flint was allocated
$1,763,839 in funding through the U.S. Department of Housing and Urban
Development (HUD) HPRP authorized by ARRA. HUD is treating the use of HPRP
grant funds as a substantial amendment to a grantee’s current approved
Consolidated Plan and 2008 Annual Action Plan. In accordance with the City
of Flint’s Citizen Participation Plan, citizens must be afforded the
opportunity to provide comments to such changes. The HPRP regulations amend
the citizen participation requirements by shortening the minimum time for
citizen comments to 12 calendar days and requiring the substantial amendment
materials to be posted on the City’s website.
Process for Making
Awards
The HPRP
regulations require that the substantial amendment describing the use of
funds be received by HUD no later than May 17, 2009. After review and
approval of the substantial amendment by HUD, the City of Flint will have
three months to commit HPRP funds to program purposes described in the
substantial amendment. All HPRP funds must be expended within three years.

applicants include Metropolitan Cities, urban Counties and States (for
distribution to local governments and private nonprofit organizations).
